But on June 7 a caller waited 5 1/2 minutes, computer records show. On April 24, police took six minutes and 34 seconds to answer the phone. And the maximum answer delay was seven minutes and 12 seconds on March 20."

Many years ago, I dialed 911 to call in the broken traffic light I was stuck at in Philadelphia. 7 Minutes by my watch later, a gunfight broke out several blocks to the South. 3 minutes later, when the operator answered, I reported that too.
